FAQ TB 603

Q What is TB 603?
A Technical Bulletin 603 is a guideline and testing procedure for Open-Flame fire testing of mattresses in California. It also has implications in Federal law in the United States.

Q   When does TB 603 take effect?
A  It is expected to go into the law books on February 22, 2004. Enforcement in the state of California will begin on January 1, 2005!

Q  What bedclothes will the TB 603 regulation cover?
A  At the moment no bed-clothes need to be treated.  However, in the future, filled items, such as pillows, comforters, bedspreads and mattress pads will be included. Conventional sheets, blankets and pillowcases will not.  Bed clothing pending regulation is called TB 604.

Q  What other “sleep surfaces” will be covered by the regulation?
A  TB 603 will include, but is not limited to, futons, hybrid flotation and airbed ensembles, sofa sleepers, cribs and bunk beds, roll-a-way and hide-a-beds.  So-called “renovated” or recovered used bedding would also be subject to these requirements.

COMPLIANCE OF LAW REFERRING TO TB 603

TB603 to enter law books on Feb. 22, 2004.
According to the California Bureau of Home Furnishings, the California Office of Administrative Law has approved TB603 and has forwarded it to the Secretary of State’s office. CBHF says TB603 will be on the law books on Feb. 22. and plans to begin enforcement on January 1, 2005.
